In December 2017, Manitoba announced its preliminary approach to recreational cannabis, breaking away from the federal law in terms of home cultivation. The federal law, which gives provinces authority to adapt the law as they see fit, would allow individuals to grow up to four plants at home, but Manitoba intends to ban home cultivation altogether.
The Manitoba Liquor, Gaming and Cannabis Authority will control the distribution and sale of recreational marijuana, creating a system of licensed private retailers.
Individual municipalities in Manitoba will be able to ban sales if they have a plebiscite.
